Programmatically check materialized view refresh

There is currently no way to programmatically determine the last refresh time of a materialized view, which is typically done through querying system tables.

For instance, the dashboard linked below aims to track MV loads, but it relies on contained data. On some days, no new data is generated, which does not necessarily mean that the MV has not been refreshed.
