Allow freeze pane for the options while creating dashboards

When creating dashboards, the visuals settings dont follow while scrolling down. This becomes a hassle when your dashboard is pretty long. You have to like scroll up to get the "add text widget/visualization" then scroll back down again to get the newly added visuals. Hope this can be implemented!
